At the Annual Election of the Association of Banks in Cambodia (ABC) on 12th January 2012, Mr. Pung Kheav Se was elected as the Chairman for the fiscal year 2012. Mr Pang had also served as Chairman from 2007 to 2009 successively.

Mr. Pung is currently the Chairman of Canadia Bank Plc., one of the largest local banks in the country. His decades of professional experiences in the banking industry, has made him a well-respected business leader in Cambodia. He is actively involved in a wide range of economic activities both locally and internationally. His numerous achievements, including his significant contributions to the development of Cambodia were recognized with a Mahasereyvattanac Award from King Norodom Sihanouk in 2002.

The Association of Banks in Cambodia and ABA would like to record their appreciation to Mr. Bernard Reid for taking time off to impart his knowledge and experience.

  Course on “Credit Risk Management in Corporate Banking”, Phnom Penh

Credit Risk Management In Corporate Banking
On 30 March 2012, Mr Frankie Phua conducted a course on “Credit Risk Management in Corporate Banking” in Phnom Penh, Cambodia, on behalf of the Association of Banks in Cambodia and the ASEAN Bankers Association.

The Association of Banks in Cambodia and ABA would like to record their appreciation to Mr. Bernard Reid for taking time off to impart his knowledge and experience.

Mr Phua is the Executive Director and the Head of Credit & Country Risk Management Division in United Overseas Bank Limited (UOB). Mr Phua is appointed by Risk Management Institute (RMI), National University of Singapore ("NUS") to teach the Specialist Diploma in Risk Management. Frankie has conducted credit risk trainings for banks in Cambodia, China, Myanmar, Vietnam and Taiwan. He is also a regular speaker in conferences on Basel II.

The course was well received with forty-four participants comprising of Departmental Heads and their staff from the Credit, Audit, Risk Management and Compliance Departments of the various financial institutions in Cambodia. Mr Phua was “professional and enthusiastic” in his delivery of the course content and this has in turn prompted the participants to ask a lot of questions during the one-day training. The participants felt that with the volume of the course content, it would have been better paced if the course duration could be stretched to a two-day training instead.

The Association of Banks in Cambodia and ASEAN Bankers Association would like to record our deepest appreciation to Mr Frankie Phua for generously setting aside time and effort to share his knowledge and experience with the banking community in Cambodia.

  Course on Non-Performing Loans Management

On 5 and 6 December 2011, Mr. Bernard Reid, on behalf of The Association of Banks in Cambodia and the ASEAN Bankers Association (ABA), conducted a course on Non-Performing Loans Management. The trainer, Mr. Bernard John Reid, hails from Sydney, Australia. Mr. Reid brings with him four decades of practical banking experience gained in Australia, South East Asia and the Middle East in all aspects of corporate and middle-market banking including senior marketing and credit positions, remedial management and risk asset reviews. Mr. Reid is currently a Risk Management Consultant in Australia.

This was the second time that Mr. Reid had conducted a course on behalf of ABA; the first was conducted in Ho Chi Minh and Hanoi on the same subject. There were about twenty participants from agencies and banks including Credit Manager, Manager of Loans Recovery, Senior Loan Managers and Senior Marketing Executives who attended the course

The participants found the course very interesting and commented that they have learnt how to avoid / minimize risks on providing loans to Clients.

  Overview on Basel II and III

On 15 & 16 September, Mr Frankie Phua conducted a course on Basel II and III, and their implications in Phnom Penh, Cambodia on behalf of the Association of Banks in Cambodia and the ASEAN Bankers Association.

Mr Phua is currently the Executive Director and the Head of the Credit & Country Risk Management Division in United Overseas Bank Limited, Singapore (UOB). Prior to joining UOB Risk Management, Mr Phua had more than 10 years of frontline experience in corporate lending and loan syndication. Mr Phua has also been appointed by Risk Management Institute (RMI), National University of Singapore ("NUS") to teach the Specialist Diploma in Risk Management as well as customised risk management courses specially tailored to clients' needs.

Mr Phua provided an overview of Basel II and III and their respective business implications. His topics included understanding the evolution of Basel Capital Accords after the global financial crisis, understanding how stress testing adds value to risk management in banks; the Internal Capital Adequacy Assessment Process (ICAAP) governance and operating model.

There were 29 participants comprising Chief Financial Officer, Heads of Credit, Risk Management, Compliance, Internal Audit as well as other banking officer from various banks in Cambodia. The participants commented that through this course they had obtained a very good understanding of the technical terms related to Basel II and III. They felt that the duration of the course could have been longer so that they can be taught more hands on techniques.

  Course on Asset Liability Management

On 14 to 16 March 2011, Mr Harjindar Singh, Head of Asset Liability Management, Malayan Banking Berhad, Kuala Lumpur (Maybank), conducted a course on Asset Liability Management on behalf of the Association of Banks in Cambodia. Mr Singh has been a regular contributor towards the continuing education of our members. He brings with him more than 16 years experience in Risk Management. He has been volunteering his time to conduct courses on behalf of Vietnam Banks Association as well as the Association of Banks in Cambodia.

The 3-day course was attended by 41 participants from various banks and feedback from the attendees was very positive. Mr Singh had shared various interesting and practical examples with the participants to provide them in-depth understanding of the topics.

The topics covered on the first day were the overview and criteria of Asset Liability Management, Balance Sheet Management and overview of Risk Management. The second day’s topics dealt with Interest Rate Risk, including identification & measurement; governance, control and reporting and stress testing. The last day was focused on Liquidity Risk including identification & measurement, governance, control & reporting, stress testing as well as contingency funding plans and pricing.

The Association of Banks in Cambodia and ABA would like to record our appreciation to Mr Singh for spending time to share his knowledge and experience with the banking community in Phnom Penh.

  Course on Leadership Plus

Once again, the Association of Banks in Cambodia (ABC) had the privilege of inviting Ms Magdeline Chia to conduct a course for the members of the banking community. Ms Magdeline Chia is a regular contributor towards the continuing education of ABC members.

Besides conducting courses in Hanoi and Ho Chi Minh City, Ms Chia had in 2009 conducted two courses on Credit Appraisal Evaluation & Analysis in Phnom Penh.

On 27 & 28 September 2010, Ms Chia conducted a course on Leadership Plus in Phnom Penh, Cambodia. There were 21 participants at this course. Participants enjoyed the materials provided and the activities conducted at the course. There was good interaction between the trainer and the trainees. The general feedback is that there should be more time for discussion.

The Association of Banks in Cambodia and ABA would like to record their appreciation to Ms Chia for imparting her skills and knowledge.

  Circular on Investment Grade

Under the “Circular on Investment Grade” issued by National Bank of Cambodia on 7 July 2010, commercial banks (both local or foreign incorporated banks) now require at least KHR150,000,000,000* (one hundred fifty billion) or USD37.5 million as minimum paid-up capital.

  Cambodian Public Bank

Cambodian Public Bank has opened 3 more branches in Kampot and Phnom Penh, bringing its total branch network to 19 branches as at 30 June 2010.

  Campu Bank Moved To Its 12½ Storey Corporate Office Building

Campu Bank moved to its 12½ storey corporate office building which is centrally located in the prime business district of Phnom Penh on 18 September 2009 to provide a complete “one-stop” banking service for its customers.

The corporate building is equipped with the latest state of the art technology and security system, spacious banking hall and ample 2 ½ storey basement car park facilities for 100 vehicles. Most of the floors have been occupied for the Bank’s internal use and also used as an in-house Training Centre, Credit Card Center as well as residence for staff, whilst the remaining two floors have been reserved for future expansion of the Bank.

CampuBank Lonpac Insurance, a subsidiary of Campu Bank, also moved to the corporate office building on 17 October 2009. The insurance company offers a wide range of general insurance services to the public.

  Liquidity Risk Management

Mr Harjindar Singh from Maybank Kuala Lumpur, is now one of our regular trainers. On 17 & 18 December 2009, participants at the Cambodia Institute of Banking, Phnom Penh, attended a 2-day course on Liquidity Risk Management. It was a fairly new topic for some of the participants who were very enthusiastic and participative. As the National Bank of Cambodia will be requiring all Banks to have a Risk Management Committee soon, this training course was definitely a good start. Some of the participants have requested for more training sessions on selected topics, especially Asset & Liability Management.

The Association of Banks in Cambodia and ABA would like to record their appreciation to Maybank, Kuala Lumpur for releasing Mr Singh to conduct the training. ABA would also like to thank Mr Singh for his continuing enthusiasm to share his knowledge and experience with the banking community in Cambodia.

  Maybank Opened its 4th Branch in Cambodia

Maybank opened its fourth branch in Siem Reap, Cambodia, adding to its international network of over 400 offices in 13 countries.  In addition, it has 384 branches in Malaysia as well as associates in Pakistan (the MCB Bank) and Vietnam (AN Binh Bank).

Maybank’s Head of International, Mr Abdul Farid Alias, commented that the opening of the branch in Siem Reap is part of the Bank’s strategy to tap the growth potential of the region as well as to support the development of the business and tourism sectors there.  The Siem Reap branch will offer full banking facilities and services including deposits, mortgage financing, deposit, remittance services as well as foreign services.

  Credit Appraisal Evaluation & Analysis @ Phnom Penh

In view of the very positive response to the Credit Appraisal Evaluation & Analysis Seminar conducted by Ms Magdeline Chia, ABA had once again invited Ms Chia to conduct a similar course in Phnom Penh on 28 & 29 September 2009. Ms Chia is a regular contributor towards the continuing education of our members. She had previously conducted similar seminars in Hanoi and HCMC. This seminar is the second one that she has conducted in Phnom Penh this year. All the seminars were very well attended by participants from various banks, and the attendees had given very positive feedback on the training.

The seminar covered two main areas:
1) Credit Appraisal
(i) Credit risk
(ii) Market risk
(iii) Price risk
(iv) Product risk
(v) Documentation risk
2) Financial Statement Analysis
(i) Qualitative analysis
(ii) Quantitative analysis
Ms Chia’s concise delivery of the concepts, coupled with the written exercises, helped to reinforce the participants’ understanding of this very important topic on credit appraisal and analysis.

  History of the Association of Banks in Cambodia

The Association was formed in 1994 and is recognised by the Royal Government as the official organisation to represent the country’s private banking sector. Our purpose is to promote constructive dialogue among member banks and to serve as an industry voice to the public and the Government.

Our membership now consists of local and foreign owned banks and branches. Membership in the Association is required under chapter XXII of the new Law on Banking and Financial Institutions, which states that all banks operating in Cambodia must belong “to a single professional association whose Articles of Association shall have been endorsed by the supervisory authority.”

The Association meets at least once a month, and more often if required by urgent matters. We also have regular working committees that focus on specific issues.

Since 1998, the Association has been an active member of the ASEAN Bankers Association and participates in all of its meetings and functions.
